Fines and license plates seized for drivers with non‑compliant vehicles

Drivers operating vehicles with major or dangerous technical defects, as well as those using cars with expired periodic technical inspections (ITP), could face fines and risk having their license plates seized. A draft law to this effect was approved today by the Parliamentary Committee for National Security, Defense and Public Order.

The legislative initiative was developed by the Public Services Agency and the Ministry of Internal Affairs and provides for the introduction of an automatic mechanism for suspending the registration of vehicles that no longer meet the technical conditions required for circulation on public roads.

The suspension of registration will be applied by entering a notation in the State Vehicle Register and will occur in three situations: upon expiry of the ITP validity, when major or dangerous technical defects are found during the periodic technical inspection, and when such defects are detected in traffic.

In the case of vehicles with dangerous defects, their use will be prohibited immediately after detection. In the other situations, the suspension will take effect after 30 days, during which time owners will be able to repair the defects or carry out a new technical inspection.

The suspension will be lifted automatically after the submission of a valid technical inspection certificate confirming that the vehicle can be readmitted to traffic.

The authors of the draft law argue that the new rules will help increase road safety and reduce the risk of accidents caused by the inadequate technical condition of vehicles.
