First at November 1, 2026 elections in Moldova: voters to be able to vote using digital ID from EVO app
Voters will be able to confirm their identity at polling stations using the digital identity document from the EVO app, during the new local elections due on November 1 and the election in the Autonomous Territorial Unit of Gagauzia on November 15, 2026. The measure will be tested by the Central Electoral Commission (CEC), in partnership with the Electronic Governance Agency.
To identify themselves through the app, voters will have to scan the QR code displayed at the electoral operator’s desk, verify their data and confirm its transmission. The operator will then validate the information, after which the voter will be able to receive the ballot paper.
Use of the digital identity document is optional. Citizens will still be able to present their physical identity card. The data transmitted through EVO will be limited to the information necessary to verify voting eligibility, the Electronic Governance Agency says.
The pilot project aims to expand digital identification options at polling stations and in future national elections. The voting procedure will not change, as voters will continue to cast their ballots on paper.
The new local elections on November 1 will take place in the villages of Cairaclia and Novosiolovca, Taraclia district, the town of Costesti, Rascani district, the village of Hasnasenii Mari, Drochia District, and the villages of Tomai and Chirsova in the Autonomous Territorial Unit of Gagauzia.
On the same day, a local referendum will be held in the village of Delacau in Anenii Noi district. According to the CEC, no participant was registered for this referendum.
