New funding formula for kindergartens of Moldova, applicable as of 2026; education minister gives explanations

The kindergartens of Moldova as of 2026 will benefit from a new funding formula, that will ensure a more equitable distribution of resources, especially for units in the Chisinau municipality. Minister of Education and Research Dan Perciun has made statements to this effect in an interview given with MOLDPRES.

The minister said that the reform aimed to make the use of funds more efficient and enhance the transparency in the educational system.

“The problem is not the lack of money, but the lack of transparency in its management. With the new formula, we will balance budget distribution based on real needs, not arbitrary criteria. We encourage kindergartens to switch to self-management of budgets where possible, so that acquisitions are made openly and responsibly,” Dan Perciun noted.

The official reiterated that the collection of funds in cash directly from parents, through teachers or administrators, was prohibited in all educational institutions.

“We do not encourage any form of money collection because, most of the time, these become abusive. There is a legal and transparent option for contributions, but what needs to disappear completely are cash collections into the pocket of a manager or educator,” the minister also said.

Dan Perciun said that there was a legal alternative, through which educational institutions can open special accounts via the government payment service MPay. Contributions can be made electronically, anonymously and expenses are visible and tracked transparently.

The education minister encouraged parents to report cases of informal collections to the National Anticorruption Center (CNA), which has the authority to sanction both parents and education staff involved in such practices.

The alignment of the educational system to European standards, projects carried out in cooperation with Romania, progress made in improving performances in the PISA test, objectives for the coming years in sports, and other topics will be addressed in an interview made by MOLDPRES with Minister of Education and Research Dan Perciun, due to be spread on July 22.
