Moldovan-Ukrainian joint control to be established at eight border checkpoints in 2018

Chisinau, 23 May /MOLDPRES/ - The cabinet of ministers today approved the initiation of negotiations and approved the signing of protocols on the organization of joint control at eight Moldovan-Ukrainian border checkpoints. The joint control of people, transport means, goods and objects at the joint Moldovan-Ukrainian border checkpoints is provided for in the agreement signed by the two states’  governments on 6 October 2017.    

The joint control is already carried out at such checkpoints as Kuchurgan-Pervomaysk, Larga-Kelmentsy and others; yet, the document signed last autumn sets new forms of interaction between border control institutions. As a result, a  need appeared to adjust the provisions of the protocols signed and which are to be signed to the stipulations of the Agreement, due to enter into force on 25 May 2018.  

New rights and obligations have been identified, which need to be included in the draft new protocol (carrying out the exchange of information, possibility of delegating (transmitting) the powers (duties), ensuring security). For these reasons, the draft protocols between the border polices, customs services of both states have been worked out.     

The cabinet decision regard the organization of joint control at the road crossing point Kuchurgan-Pervomaysk, Criva-Mamaliga, Goianul Nou – Platonovo, Palanca-Mayaki-Udobnoye, Briceni-Rossoshany, railway crossing point Novosavitskoye-Kuchurgan on the territory of Ukraine, at the joint road border checkpoint Larga-Kelmentsy, road crossing point Giurgiulesti-Reni.        

The control will be carried out based on the “single window” and a “single stop.” The establishment of joint control is provided for in the Law on state border of Moldova and is a requirement for the implementation of the Association Agreement with EU. The conclusion of the agreement “will essentially contribute to the development and strengthening of the cooperation relations between the institutions with powers at the border, in the interest and advantages of both states, in order to ensure the security of the state border between Moldova and Ukraine.”
