Moldova, Romania sign memorandum on cooperation within consular assistance, protection for persons with dual citizenship
Chisinau, 22 November /MOLDPRES/ – The Ministries of Foreign Affairs of Moldova and Romania signed the Memorandum of Understanding on cooperation in the field of assistance and consular protection for persons with dual citizenship. The document was signed at the joint meeting in Bucharest by the Moldovan and Romanian Governments, Minister of Foreign Affairs and European Integration, Tudor Ulianovschi, and Secretary of State within the Ministry of Foreign Affairs, Dan Neculaescu, the MAEIE’s public diplomacy, strategic communication and media interaction service has reported.
The document implies the granting of consular assistance and protection to persons holding both the citizenship of Moldova and of Romania, located in third countries, in accordance with the provisions of the Memorandum, the applicable international law and the national legislation of the two states.
The Memorandum establishes that the signatories will cooperate in situations where citizens will seek the assistance and consular protection in case of death, repatriation, accidents, deprivation of liberty, protection of minors and consular crises. The participants shall cooperate throughout their diplomatic and consular representations accredited in third states or throughout the Ministries of Foreign Affairs to provide assistance and consular protection to persons with dual nationality, in particular as regards the notification to the competent authorities of the other State of Citizenship; and of the family of person.
Where only one State is represented by diplomatic missions or consular posts in the third State or none of the States has a diplomatic or consular representation residing in the third State, the exchange of data and info shall be made throughout the Consular Affairs Directorate within The Ministry of Foreign Affairs and European Integration (MAEIE) of Moldova, respectively the Consular Department within the Ministry of Foreign Affairs of Romania.
Also at the meeting of the two Governments, Ministers Tudor Ulianovschi and Natalia – Elena Intotero signed the Memorandum of Understanding between the Diaspora Relations Office (BRD) of the State Chancellery of Moldova and the Ministry for Romanians Abroad, which sets out the main objectives of mutual support of diaspora established in other states.
