The Republic of Moldova is establishing a unified national mechanism for identifying, analyzing, assessing and monitoring risks to national security. The methodology providing for this has been published today in the Official Journal.
The document sets out a single process for all public authorities: identifying and classifying risks, drawing up a priority list of risks, preparing standardized risk sheets, managing the National Risk Register, and periodically drafting the National Risk Assessment Report. For the first time, all sectors – from energy and health to cybersecurity, critical infrastructure, environment, or defense – will use the same assessment rules, giving the state a unified and comparable picture of risks to national security.
A key element of the new mechanism is the objective prioritization of risks. By using a national risk matrix and a common methodology, the Government will be able to direct investments and preparedness measures to the areas where the potential impact is greatest, basing decisions on data and integrated analyses, rather than on isolated sectoral assessments.
By applying the new methodology, the state will be able to prevent more effectively high-impact situations through early identification of vulnerabilities, better protect the continuity of essential services such as water and energy supply, communications, transport, or medical and social services, use public resources more efficiently, and strengthen cooperation between authorities, local public administration, the private sector, the academic community, and civil society.
Moreover, the national risk assessment will not be a one-off exercise but a continuous process. It will be updated every five years or whenever the security environment changes significantly, so that public policies and protection measures remain adapted to new challenges.
