Moldovan parliament ratifies new agreement between Moldova, Romania on strategic transport infrastructure

Chisinau, September 24, 2026 – An Agreement between the governments of Moldova and Romania on matters related to the construction, operation, maintenance and repair of strategic transport infrastructure in both countries has been ratified by the parliament.

The Agreement was developed in the context of connecting Moldova’s road network to the Trans-European Transport Network (TEN-T), as well as implementing coordinated control at the state border crossing point located on Romanian territory.

The new Agreement replaces a similar document concluded in 2022 between Moldova and Romania, which regulated the operation, maintenance and repair of the road border bridge over the Prut River between the localities of Ungheni (Moldova) and Ungheni (Romania).

The need to conclude a new agreement arose during the implementation of the initial bridge construction project, when new opportunities for infrastructure development were identified. They include adjusting the arrangements for conducting border-crossing controls, as well as the possibility of extending preferential financing for the project by the European Union. Thus, the construction phase of the final section of the A8 Targu Mures – Iasi – Ungheni Motorway was included, namely the Iasi – Ungheni section on Romanian territory and the first section of the Ungheni – Chisinau – Odesa Motorway on the territory Moldova, including the Beresti intermodal railway terminal.

Under the Agreement, the government of Romania will finance the construction of the bridge and related infrastructure, the state border crossing point located on Romanian territory, as well as the infrastructure elements provided for in the Agreement, including investments located on the territory of Moldova. The estimated cost of the investments is 56 million euros. At the same time, the government of Moldova will finance the construction of the motorway section between the abutment of the bridge over the Prut River and National Road R16. The road is 0.5 kilometers long, and the required investment is estimated at 5 million euros.

The implementation period for the works is scheduled to run until the end of 2030.
