Moldovan parliament adopts draft law on enforcement of First Home programme in final reading

Chisinau, 21 December /MOLDPRES/ - The parliament today adopted the draft law on the enforcement of the First Home programme in the final reading.

The programme provides for the purchasing of flats and houses in Moldova, in particular, for young families, whose members are not older than 45, are employed and have official incomes. Dwellings which have been finished and made available for living till the date of submitting the application will be able to be bought. Their prices should not exceed one million lei and the initial rate paid by the beneficiary will be of ten per cent of the price. Also, the beneficiaries should not own a dwelling or have unpaid mortgage loans.   

At the same time, the programme implies access of private people to mortgage loans, through the latter’s partial guaranteeing by the state. The guarantees in the name of the state will be issued by the Organization for the Small and Middle Enterprises Sector Development (ODIMM).   

The loan will be provided by commercial banks for a repayment period of 25 years at the most, in Moldovan lei. The monthly payment paid by the beneficiary will not exceed 50 per cent of the net salary incomes of the family and the state will guarantee 50 per cent of the loan. Beneficiaries will not be able to sell the dwelling in the first five years after getting it, excepting the cases of full payment of debt for loan.    

The First Home programme will be enforced all over Moldova and has a social character, represented, in particular, by the state’s intervention in the process of guaranteeing of mortgage loans. The idea and concept of the programme is based on the positive experience of the countries from the region, especially of Romania. The annual ceiling of the state guarantees, as well as the sum of financial means meant for fulfilling the state guarantees issued will be established annually. The 2017 state budget sees a guarantee fund of 15 million lei for the mortgage loans provided through the First Home governmental programme.
