New law to regulate activity of Customs Service in Moldova

Chisinau, 01 March /MOLDPRES/ – The promulgation decree and the Law on Customs Service will be published in the issue of Official Journal of Moldova on 02 March.

The new document expressly defines basic functions of the Customs Service, which consist in implementation of customs policy, facilitation of trade, observance of customs regulations on passage of goods, means of transport and persons across customs border of Moldova, collection of import rights and export rights, Customs Clearance, Control and Customs Supervision.

The law will also regulate functions, tasks and structure of Customs Service. Thus, structurally, the Customs Service is an administrative authority subordinated to Ministry of Finance, which includes the Central Office, customs offices and customs posts. The management of Customs Service will be provided by a Director. Appointment, modification, suspension and termination of the director's duties will be made by Minister of Finance.

The document also stipulates the status, but also rights and obligations of customs officers. At the same time, project regulates special grades and functions in Customs Service, general conditions for awarding special grades, terms of holding the special grades, particularities of their assignment and calculation of length of service.

The Government will submit proposals to Parliament for bringing legislation into force in accordance with the law and develop necessary normative acts for implementation of this law within six months from the date of publication of this law.
