Mobile phones use or other similar devices by drivers to be forbidden in Moldova

Chisinau, 05 June /MOLDPRES/ – The use of mobile phones or similar devices in traffic by motorists will be banned and sanctioned, according to draft law approved at Government meeting today. The draft amendment and completion of Law on Road Traffic Safety was presented as a legislative initiative by a group of MPs.

The exceptions are made to phone calls by hands-free devices, wireless integrated in vehicle, use of mobile electronic communications terminal equipment, fixed in proper mode in vehicle, for use of navigation systems as well as telephone calls made to emergency services.

According to project, drivers will be required to apply safe driving and traffic rules do not conduct while driving activities that distract them from driving, manifested through mobile phones or similar devices.

The new regulations on preventive driving are to be applied to cyclists, drivers of animal traction vehicles.

It is proposed to tighten sanctions applied in case of contraventions by drivers. Thus parking or parking in forbidden places shall be sanctioned by a fine of 18 to 30 conventional units (one unit – MDL 50) with application of 4 penalty points, non-granting of priority to pedestrians or cyclists shall be sanctioned by a fine from 18 – 30 units conventional with application of 4 penalty points. Previously, according to Code of Contravention, fine was from 5 – 10 conventional units with application of 2 penalty points.

According to project, the driver's violation of provisions on use of mobile phones or other similar devices that generated a traffic accident is sanctioned by a fine of 25 – 40 conventional units or deprivation of right to drive from 6 months – 1 year.

The project is to be debated by Parliament.
