Moldova's National Employment Agency to be reorganized

Chisinau, 7 September /MOLDPRES/ - Prime Minister Pavel Filip today assessed the concept of modernization of the National Employment Agency (ANOFM), unveiled during a working meeting at the government. The new vision was worked out by specialists of the Health, Labour and Social Protection Ministry, with the participation of European experts, the government’s communication and protocol department has reported.  

”The employment sector has inherited a Soviet, obsolete approach, which is more mechanical, that sees nothing but a passive record of jobless people and payment of the unemployment benefit. I have not seen a clear-cut vision of development. We have everybody found out that it is an inert structure,” the prime minister said, stressing the importance to reorganize the Agency.    

The need to reorganize the institution is prompted by more factors: the low efficiency of the work, the big difference between the demand and supply on the labour market and a weak level of education of the labour force, as well as the mass fluctuation of the staff.

Presently, 335 employees work at ANOFM and this structure includes 35 de-centralized territorial structures. “Why do we need one accountant in each office of the district? Now we are in the times when we should centralize these services, having online, very quick access,” Pavel Filip noted.   

The concept of the institution’s reorganization sees improving the quality of the services provided and diversification of actions of labour force’s employment.

The project is also aimed at cutting the number of leadership offices, centralizing the processes and focusing of the territorial structures exclusively on serving citizens.

At the same time, the Labour Market’s Observer will become a separate entity, due to monitor the labour market nationally, including the private companies.

ANOFM’s reformation is provided for in the law on the promotion of labour force and unemployment insurance from 10 August 2018 and will enter into force in six months. The new structure and regulation of the Agency are to be elaborated and approved till then.
