Moldovan parliament votes for social security budget, mandatory healthcare insurance funds

Chisinau, 30 November /MOLDPRES/ – The law on the state social security budget (BASS) for 2019 and mandatory healthcare insurance funds were voted by Parliament in final reading today.

In 2019, the revenues of the state social insurance budget are forecast to be in the amount of MDL 21427,4 million, with an increase of MDL 2088,4 million or 10,8 per cent compared to 2018. Also, the amount of 59.6 per cent of budget revenues will be the social insurance contributions, which will reach MDL 12770.0 million, less by MDL 70.5 million than in 2018.

The document provides for maintenance of contribution rate set on 01 October 2018. Thus, the social security contribution rate paid by private sector employers, higher education and sanitary institutions will be 18 per cent, 12 per cent paid by the employers in agriculture, and the individual contribution rate – 6 per cent. For individuals, who carry out their activity on the basis of an individual contract concluded with the National Social Insurance House (CNAS), the payment of the contribution will amount to MDL 9,456 per year, and in case of individuals who are owners or lessees of agricultural lands that process the land individually – MDL 2,412 per year.

The expenditures of the state social insurance budget for 2019 are proposed in the amount of MDL 21427.4 million, with an increase of MDL 2088.4 million. The expenditures for activities funded by BASS represent 73.6 per cent, and another 26.4 per cent – on account of transfers from the state budget. The amount of 63.6 per cent of all expenditures will be directed to the older people's social protection sub – programme, 13 per cent to the social protection of persons with disabilities. Other about 10 per cent of spending will ensure the implementation of family and child protection policies.

The state social security budget for 2019 is estimated without deficit.

Regarding the draft of the mandatory healthcare insurance funds for 2019, the authors mentioned that their revenues are expected to be in the amount of MDL 7,326.0 million, with an increase of 8,8 per cent compared to the current ones. The amount of compulsory healthcare insurance premiums has been set at 9 per cent – 4.5 per cent will be paid by the employee and 4.5 per cent by the employer. The compulsory healthcare insurance in the form of a fixed amount for 2019 is the same as in 2018 and will amount to MDL 4,056.0.

The mandatory healthcare insurance funds for 2019 were estimated at a deficit of MDL 200.0 million.
