State secretaries to have status of civil servants in Moldova

Chisinau, 5 July /MOLDPRES/ - The status of the positions of government’s secretary generals and of head of the territorial office of the State Chancellery has been changed from the one of public offices into responsible public office. The parliament adopted a draft law to this effect with the votes of 59 MPs in the final reading today. 

According to the new amendments, a new office will be established in the system – the one of secretary general of the ministry, which will replace the position of state secretary general. Thus, the office of state secretary will become a responsible public office and is to be given the power to assist the minister in the work of leading the ministry in the process of carrying the government’s action programme. The secretary general of the ministry will be appointed to office and dismissed by the cabinet, at a proposal by the minister and the number of state secretaries of the ministry will be set depending on the government’s activity sectors, given within the competence of the ministry. The state secretary will act directly subordinated to the minister and will be in charge of the activity field established by the minister.  

At the same time, the office of state secretary general will become secretary general of the ministry, with status of leadership civil servant of the higher level, appointed to office according to criteria of professionalism, in line with the law on public office and status of the civil servant. He/she will ensure the carrying out of the office relations between the ministry’s leadership and the staff of civil servants, as well as between the internal subdivisions of the ministry’s central apparatus.
