Mixed electoral system cancelled in Moldova

Chisinau, 15 August /MOLDPRES/ – The Parliament has cancelled the mixed electoral system and decided to return to proportional electoral system on party lists. It was adopted a draft law in final reading on it, on Thursday, 15 August.

Following the changes made in legislation, it was decided that the integrity certificates will be excluded, being replaced by the declarations on their own responsibility regarding the absence of legal/judicial restrictions to run or hold public functions, absence of remaining definitive documents regarding regime of declaring assets and personal interests, incompatibility states.

It was also excluded the provision upon electoral agitation. Thus, on election day and the day before elections, it is allowed no electoral agitation. This provision does not refer to info that has already been posted on the internet or on posters displayed previously.

The prohibitions regarding the Diaspora voting method were excluded from legislation. The Moldovan citizens from abroad will be able to vote based on their passport, identity card and military card in case of parliamentary, presidential elections and the Republican referendum.

The Parliament has also modified the minimum representation threshold, constituting 05 per cent – for a party, 07 per cent – for an electoral bloc, 02 per cent – for an independent candidate.

Also, the lists of candidates for parliamentary and local elections will be drawn up, respecting the minimum representation quota of 40 per cent for both genders, at least 04 candidates at every ten seats.
