Survivor pension in case of death of one of spouses to be established in Moldova

Chisinau, 27 November /MOLDPRES/ - The government today gave a positive note to a draft law on the providing of allowance in case of the death of one of the spouses, put forward by President Igor Dodon as legislative initiative.    

Under the draft, the state will guarantee, for a definite term, during five years after the retirement, to the surviving spouse the right to monthly allowance worth the age limit pension from which the dead husband or wife benefited, depending on the duration of the pension’s reception.  

The needed financial means for providing the allowance in case of the death of one of the spouses for 2020 are estimated at 49 million 855,000 lei and are provided for in the draft law on the state social insurances budget for 2020.  

The government also approved a note on the draft law on the amendment of the article 26 from the law on the public system of pensions, submitted by the head of state as legislative initiative – a draft seeing a 25-per cent increase in the survivor pension for the children younger than 18 years, who lost their parents and if they continue studying at the lyceum, - till the end of the lyceum education. At the same time, the draft law establishes the condition that the survivor pension for children should not be lower than the quantum of social allocation for the loss of the person maintaining.    

At the same time, the Health, Labour and Social Protection Ministry, in the process of working out the medium-term budgetary framework for 2020-2022, submitted a proposal on revising the periods of re-examination of age limit pensions gradually, in relation with the length of pensionable service accumulated after the fulfillment of the right to age limit pension till 2023. The current legislation provides for the re-consideration of the pensions gradually, till 2027.   

At the today meeting, the government backed a draft law which sees the revising of the periods of re-examination of the age limit pensions. Thus, on 1 January 2020, the pensions will be recalculated for those having a length of pensionable service, after getting the right to age limit pension, of more than 15 years, on 1 July 2020 – from 10 years, on 1 January 2021 – from 7 to 10 years, on 1 January 2020 – from 5 to 7 years and on 1 January 2023 – from 2 to 5 years.  

According to the Finance Ministry, to carry out the draft, financial means worth 94.4 million lei was estimated for 2020, provided for in the draft social insurances budget for 2020, 438.2 million lei for 2021 and 580.9 million lei – for 2022.
