Moldovan government approves its Action Plan for 2020-2023

Chisinau, 11 December /MOLDPRES/ - The cabinet of ministers approved the government’s Action Plan for 2020-2023 at a today’s meeting. The document plans the cabinet’s work for the period of the entire mandate and was elaborated in order to carry out the government’s action programme.  

The goals included in the Plan were taken over from the government’s action programme and coincide with the latter’s important objectives. Additionally, the document establishes goals in the sector of ensuring the observance of human rights, mass media freedom, environmental protection, regional development and development of infrastructures, which are not clearly put down in the action programme.   

The Action Plan encompasses important commitments, with economic, social and environmental impact, on priority activity directions, such as the building of the rule of law state, justice reform, fighting corruption and respect for the human rights and fundamental freedoms; public order and citizens’ security; foreign policy; economic development. The document also includes other priority activity directions: public money; social protection and health care; education, research, culture, youth and sport; agricultural sector and food industry; environmental protection and natural resources; regional development and space planning; security and defence, Moldova’s reintegration.   

Progress indexes were set for each priority direction, with concrete targets for each activity sector, which are to be achieved by the end of the action plan’s implementation period. The action plan also contains the commitments of transposition of the EU’s legislation, assumed based on the bilateral agreements with the European Union.  

The document establishes the concrete actions, terms of carrying out, indexes of monitoring and the competent institutions. The monitoring of the implementation of the government’s Action Plan will be carried out by the State Chancellery quarterly, through the information system – Plan-PRO monitoring and reporting platform, based on the information unveiled by the central administrative authorities.  

The government’s Action Plan is to be updated yearly, in order to ensure the flexibility and adjusting (changing, specifying and completing) the string of actions to the current situation.

At the cabinet meeting, Prime Minister Ion Chicu said that, following the implementation of the plan of actions scheduled, the Gross Domestic Product (GDP) would increase, in nominal value, by 53.7 per cent, up to 320 billion lei in 2023, against 209 billion lei in 2019, and in real value – by 25 per cent. The expenses of the national public budget are scheduled to increase by 56.7 per cent, including in education - by 63.3 per cent and in the health sector – by 61.5 per cent. The public investments are estimated to grow by 53.8 per cent, with 54 billion lei planned to be invested in 2019-2023. The average salary on the economy will increase by 52.7 per cent, up to 11,200 lei in 2023 and in the public sector it is estimated to grow by 58.6 per cent, up to 12,700 lei in 2023, against 8,005 lei in 2019.
