Moldovan PM calls for further measures to improve mechanisms on driving licenses

Chisinau, 24 January /MOLDPRES/- Prime Minister Ion Chicu had a meeting today to consider progress in improving the process of obtaining driving licenses and eliminating corruption from the system. He asked ASP management for a progress report, the government’s communication and protocol department has reported.

ASP director Tatiana Cunetcaia informed about the steps taken to eliminate corruption in the registration process. The measures determined the simplification of the programming and the shortening of the waiting time from 2.5 months to 45 days.

Other possibilities have been identified to improve the quality of services and to simplify access. These include increasing the number of examiners and purchasing more cars. ASP cooperates intensively with the CNA in order to prevent corruption approaches and, in the coming days, an anti-corruption training program for employees will begin.

MEI Secretary of State Iulian Postică presented a concept of increasing the quality of the training process in auto schools, which involves a set of concrete measures and terms. In the final stage, there will be a ranking of the auto schools and the trainers, which will give the candidates the opportunity to choose the best school and the best instructor, from the perspective of the objective quality of the services offered.

The director presented the information on the medical examination process of the candidates. For this purpose, about 70 million lei are spent annually, and 99.5% of the applicants are eligible. This is proof of the inefficiency of the procedure.

The prime minister asked the ASP director to directly subordinate the relevant department, in order to be connected to the evolution of things. Ion Chicu asked for the revision of the legal framework in case of loss of the driving license, which, at present, implies the repeated passage of all stages of obtaining the document. The prime minister stressed the need to eliminate the condition of medical examination to regain the permit.

The prime minister asked for information on the need to change driving licenses according to the new model and how procedures can be simplified. The ASP official said that the Moldovan legislation does not oblige the drivers to update their old type permits, but they do not comply with the EU Directives, so the drivers have problems outside the country. The prime minister requested a review of the legal framework to simplify the process of changing old permits and to continue the short and long term measures to make the mechanisms for obtaining driving licenses more efficient.
