INSTRUCTION No 24 of Moldova's Commission for Emergency Situations from 29 April 2020

Chisinau, 30 April /MOLDPRES/- In accordance with the Article 22 from the Law No 212/2004 on the regime of state of emergency, of siege and war, Article 2 of the Parliament Decision No 55/2020 on the declaring of the state of emergency, points 6, 7, 8 and 9 from the Regulation of the Moldova’s Commission for Emergency Situations, approved under the Government Decision No 1340/2001, Moldova’s Commission for Emergency Situations (CSE),  

INSTRUCTS:

1. Starting from 4 May 2020, on the period of the emergency state, the public sector units will apply the special regime of work and remuneration of the labour, in accordance with the point 6 of the Instruction No 6 from 26 March 2020 of Moldova’s  Commission for Emergency Situations.  

2. The resumption, beginning with 4 May 2020, of the following activities, with the compulsory ensuring of the observance of the norms for reducing the spread of the COVID-19 infection:  

2.1. of retail trade of all types of goods through commercial units, except for those placed in commercial centres, in markets (including auto markets), in international airports and ports and in international state border checkpoints;

2.2. of selling goods in package and in catering regime through public nourishment units and through units which sell pastry products, bread products and other food products sold at windows;

2.3. of selling food products at package through public nourishment units at units for commercialization of oil products, with the excluding of the possibility of their consumption at the headquarters/inside the unit.   

2. The following goods are exempted from customs duties, taxes on customs procedures and value added tax (VAT):

2.1. 10 pulmonary ventilators of the Hamilton C1 model, supplied by GBG–MLD” S.R.L and provided as donation by the municipal enterprise „MOLDCELL” S.R.L. and which are to be distributed to the medical and sanitary institutions, according to the Instruction by the Health, Labour and Social Protection Ministry;    

2.2. video-laryngoscopes, supplied by supplied by the commercial company „Denolga medical” S.R.L  and provided as donation by Commercial Bank Mobiasbanca–OTP Group” S.A for the needs of the Timofei Mosneaga Public Medical and Sanitary Institution Republican Clinical Hospital;

2.3. medical devises and protection equipment, provided as donation for the Valentin Ignatenco Public Medical and Sanitary Institution Municipal Clinical Hospital for Children, and which are to be distributed to other medical and sanitary institutions, according to the Instruction by the Health, Labour and Social Protection Ministry, imported from Turkey by: OPTIVIZIYON SAGLIK MADENCILIK SANAYI VE TICARET LIMITED SRKETI, Representation of the Foundation FUNDACJA SOLIDARNOSCI MIEDZYNARODOWEJ in Moldova, Bishopric of Ungheni and Nisporeni of the Metropolitan See of Moldova, Dmitri Torner, Coman Andrei;    

2.4. disposable medical masks offered as donation to the Interior Ministry by the state capital enterprise HUAWEI TECHNOLOGIES” S.R.L.

3. CSE authorizes the entrance:

3.1. of 53 Romanian citizens members of a medical special emergency team, through the state border of Moldova on 30 April 2020 and their temporary stay in the country. The physicians are involved in the control and combating of the COVID-19 infection, within the assistance provided by the Romanian government to Moldova’s government;

3.2. of three Turkish citizens, representatives of the company MKL ENERGY L.T through the Chisinau International Airport on 30 April 2020 and their temporary stay in Moldova till 10 May 2020, to sign investments acts, with the compulsory ensuring of the observance of the norms for reducing the spread of the COVID-19 infection.   

4. The movement of the public transport in the Chisinau and Balti cities is ceased on the period 1-3 May 2020.

5. The quarantine regime is ceased in the Carahasani village, Stefan Voda district.

6. The CSE authorizes the organization of a route of road passenger transport for the repatriation of Moldova’s citizens from the Polish-Ukrainian border, through the border checkpoint Mogilev-Podilsk-Otaci.   

7. The expenses for the supplying of the airship An124with 59 tons of Jet A fuel, within the reception of the humanitarian aid for fighting COVID-19, provided by the government of China to Moldova on 19 April 2020, borne by the Lukoil Moldova Ltd, are deducted on fiscal purposes at establishing the income tax.  

The Commission took also other important decisions.

8. The non-observance of the provisions/measures established by Moldova’s Commission for Emergency Situations, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.  

9. The present Instruction enters into force starting the moment of its issuance and is published on the government’s official webpage.
