Decision No 17 of Moldova's National Extraordinary Public Health Commission from 23 June 2020

Chisinau, 23 June /MOLDPRES/ - The participants in a 30 January 2020 meeting of the World Health Organization’s (WHO) Emergency Committee declared Public Health Emergency of International Concern and the COVID-19 pandemic was declared pandemic on 11 March 2020.    

In accordance with the Article 58 from the Law No 10/2009 on the state supervision of the public health (Official Journal, 2009, No 67, article 183), with the subsequent amendments, at a proposal by the National Public Health Agency, the National Extraordinary Public Health Commission (CNESP) declared, on the period 16 May – 30 June 2020, emergency state in the public health sector all over Moldova,  with possibility to extend the concerned term, depending on the evolution of the epidemiological situation.

As many as 14,363 cases of infection with COVID-19 have been confirmed in Moldova till 23 June 2020 out of 69,943 samples made (the investigation of COVID-19 infection cases started on 26 February 2020). At present, 25,455 people are under medical supervision. A number of 2,442 people are treated at home with easy forms of the disease and another 2,112 persons are treated in hospitals (476 people are in serious health condition, 1,177 are in medium serious condition and 459 are in easy state). As many as 8,019 people have been treated of COVID-19 and 484 people died. The epidemiological situation through infection with the new-type coronavirus (COVID-19) in Moldova is characterized by registration of cases of clusters (groups of cases in time, geographical location and/or joint exposure). Proceeding from the aforementioned statements, the National Extraordinary Public Health Commission,   

DECIDES:

1. The emergency state in the public health sector is extended all over Moldova till 15 July 2020, with possibility to prolong this term, depending on the evolution of the epidemiological situation.  

2. The central public administration authorities, local public authorities, the legal entities of public and private law, registered in Moldova, no matter the type of property and legal form of organization, as well as Moldova’s citizens and other private people who stay in Moldova will ensure the strict observance of the prevention measures stipulated in the General Rules on the measures of prevention of the COVID-19 infection, according to the Annex.     

3. The conditions, restrictions and exceptions for the people who cross the state border, provided for in the points 10, 12, 13, 14 of the CNESP Decision No 11 from 15 May 2020, with the subsequent amendments, are maintained till 15 July 2020.  

4. The following things are restricted on the period of emergency state in the public health sector:

4.1. the presence in public places (woods, parks, alleys, beaches, etc.) in groups larger than three persons;  

4.2. the presence of people older than 63 years outside their homes and in public spaces without urgent need;

4.3. the presence of people on playgrounds, sports fields and leisure zones;

4.4. the work of the rehabilitation/recovery centres, including the spas and sanatoriums, except for the Republican Rehabilitation Centre for Children and Republican Experimental Centre for Prosthetics Orthopedics and Rehabilitation (early intervention services and medical rehabilitation in out-patient’s clinic);

4.5. the consultative, diagnosis and treatment activities scheduled, excepting the provisions of the point 24 of the CNESP Decision No 11 from 15 May 2020;  

4.6. the activity of the education process at the general, vocational and higher education institutions (for public and private institutions);

4.7. the work of camps of leisure and recovery of children’s health;  

4.8. the organization and carrying out of cultural and sports activities/competitions, except for the activities provided for in the point 26 of the CNESP Decision No 11 from 15 May 2020, point 3 of the CNESP Decision No 13 from 29 May 2020 and the points 4, 6 of the CNESP Decision No 16 from 18 June 2020;  

4.9. activity of the night clubs;

4.10. organization of ceremonies (weddings, christening dinners, homages, memory dinners) in any institution, no matter the public or private status.    

5. The Commission allows the organization of mass meetings with single character, with the participation of less than 50 people, with the observance of the public health measures and with the compulsory compilation by the organizers of a list of epidemiological record of the event, according to the model (family name, Christian name, identification number, phone number, email, home address). The meetings cannot be organized nearby public, education institutions, hospitals or other places with high risk of infection. 

6. The resumption, starting from 1 July 2020, of all economic activities, excepting the activities stipulated in the point 4of the present Decision, with the observance of the general public health and special measures stipulated in the annex No 1, General Rules on the measures of prevention of the COVID-19 infection and annex No 2, Guide on the measures of prevention of the COVID-19 at the working place.   

7. The restrictive measures will be revised, depending on the evolution and tendency of the epidemiological situation.  

8. The territorial extraordinary public health commissions will ensure the revising of all decisions/instructions approved, bringing them in line with the Decisions by the Moldova’s National Extraordinary public Health Commission.  

9. The non-observance of the public health measures, set forth in the present Decision, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.  

10. The present Decision enters into force starting the moment of its issuance and is published on the government’s official webpage.
