Moldovan business environment anually saves over 65 million lei due to single window

Chisinau, 25 June /MOLDPRES/ - The progress made in the process of reform of the framework of the regulation of the entrepreneurial activity on the segment of permissive acts was the subject of a today’s briefing held by the state secretary at the Economics and Infrastructure Ministry (MEI), Lilia Palii.    

According to Palii, in the conditions of the COVID-19 pandemic crisis, the digitalization of the processes of issuance of permissive acts through the single window has become priority. Since the starting of the reform of the framework of regulation of the entrepreneurial activity, 818 permissive acts have been registered in Moldova and at present, their number was cut to 151.   

In 2018, with the support of the World Bank, MEI initiated the development of the automated information system for the management and issuance of permissive acts (SIA GEAP) – the single window for the issuance of permissive acts. This system is integrated with the governmental inter-operability platform MConnect; thus, the use of the following governmental electronic services being possible – Mpass, MSign, MPay, etc.

„Economic agents can submit, online, through the platform of services www.servicii.gov.md, the application for getting the permissive act, can pay online, through the corporate card, the cost of the service and follow the stage where the document’s process is. Thus, the single window ensures the transparency of the processes of issuance of permissive acts, reduces the economic agents’ contact with employees of the issuing entities, cuts the number of procedures and the time for collecting diverse documents which are to be presented, in order to get a permissive act and, respectively, reduces the costs of operation, both for the private environment and the state budget,’’ Lilia Palii said.

„We are set to launch a comprehensive programme of informing the business environment. Presently, we work on the integration of the single window in the electronic payments systems of the commercial banks through MPay. This process will sped up considerably the payment procedure and will shorten the waiting time of the economic agent by 1.5 days for one permissive act. Also, it is important that all institutions issuing permissive acts accept the use of a single information system,’’ the official noted.

The waiting time for getting a permissive act through the single window is on average six days, against 20-25 days before the implementation of the electronic system.
