Decision No 20 of Moldova's Extraordinary Public Health Commission from 10 July 2020

Chisinau, 11 July /MOLDPRES/ - In accordance with the Article 58 from the Law No 10/2009 on the state supervision of the public health (Official Journal, 2009, No 67, article 183), with the subsequent amendments, of the Decision No 10 from 15 May 2020 of the National Extraordinary Public Health Commission (CNESP), on the declaring,  at a proposal by the director of the  National Public Health Agency, of emergency state in the public health sector all over Moldova,  following the analysis of the present epidemiological situation, CNESP  

DECIDES:

1. The emergency state in the public health sector, declared under the Decision No 10 from 15 May 2020 by CNESP, is extended all over Moldova till 31 July 2020, with possibility to prolong the concern term, depending on the evolution of the epidemiological situation nationally.  

2. The central and local public administration authorities, all legal entities of public law and private law registered in Moldova, no matter the type of property and legal form organization, as well as all Moldova’s citizens and other private people staying in Moldova will ensure the strict observance of the following measures of control and combating the COVID-19 infection:   

2.1. observance of the social distance between people of at least one (1) metre, excepting the cases when, through special provisions, decision-makers establish the observance of a larger distance between people or in the case of rules of carriage of people in public transport;  

2.2. observance of rules of hands’ hygiene;

2.3. observance of rules of respiratory hygiene;

2.4. observance, under personal responsibility, of the regime of self-isolation by the people for whom the concerned regime was established;

2.5. observance of the measures imposed by the authorities to private people and legal entities, who are in the areas or institutions with quarantine regime;

2.6. personal monitoring of the health condition by each private person;

2.7. wearing of masks in the public transport, commercial spaces and closed public spaces, in the situation when the social/physical distance cannot be observed. The mask must cover both the mouth and nose.   

3. The heads of the public and private medical and sanitary institutions of rehabilitation/recovery/spas and sanatoriums will provide the following measures of prevention and control of the COVID-19 infection:

3.1. strict carrying out of the management of the quality of services provided, including the measures of control of the COVID-19 infection, in accordance with the normative acts in force;

3.2. organization of eased access of visitors and companions within the institution/provider;

3.3. carrying out of daily sorting and monitoring for COVID-19 of the patient/beneficiary/companion;

3.4. organization and carrying out of the daily sorting of the staff employed, at the beginning of the work shift;

3.5. supply of the staff employed with protection equipment, according to the exposure risk;

3.6. monitoring of the correct use of the protection equipment;  

3.7. institution’s supply with disinfectant products, including for hands’ hygiene and organization of measures of leaning and disinfection;  

3.8. organizing the personnel’s training at the working place as to the measures of prevention, control and combating of the COVID-19 infection;

3.9. re-evaluation of the way and volume of activity of the staff employed, in order to facilitate the organization of the distance work (based on assessing the conditions of activity of the institution/provider, risk group and the employee’s family conditions: co-morbidities, age, minor children, people cared, etc.)  

3.10. organization of the work and arrangement of the working place, with the observance of the prevention measures, according to the Annex No 2 to the  CNESP Decision No17 from 23 June 2020.  

4. The private people and legal entities, who carry out activities of passenger railway and road transport in local traffic, municipal/district/inter-district, international traffic, as well as the related activities (bus terminals/railway stations, car testing stations, etc.) will provide the strict observance of proper measures of prevention and control of the COVID-19 infection.  

5. The people who are in the self-isolation regime at home are banned from leaving the territory of Moldova till 1 August 2020.

6. The entrance of foreign citizens and stateless people through border crossing points is prohibited till 1 August 2020, with the following exceptions:   

6.1. the family members of Moldova’s citizens;

6.2. people having long-term stay visa, a stay permit or an equivalent document to the stay permit, issued by the authorities;

6.3. people who move in personal interest, proved by visa, stay permit or another equivalent document;

6.4. members of the diplomatic missions and of consular offices accredited in Moldova, of international organizations/missions, as well as their family members or staff who can provide humanitarian assistance;  

6.5. people in transit, including the repatriated people as a result of providing consular protection. The itinerary of the transit will be established by the General Inspectorate of the Border Police;  

6.6. people who travel on health and humanitarian grounds, including the companion, as the case maybe (with the presentation of confirmatory documents);  

6.7. cross-border employees;

6.8. the drivers and staff serving transport means, who carry out the transportation of goods, equipment and personnel who serves airships/ships and staff serving trains;

7. The people who cross the state border entering Moldova will compulsorily fill in an epidemiological card, as well as will sign a declaration on their own responsibility to observe the self-isolation regime during a 14-day period in places established;  

8. Exception from the provisions of the point 7, if the people have no clinical symptoms of respiratory infection or fever, are not obliged to observe the self-isolation regime for 14 days in places established, is set for the following categories of people:  

8.1. the drivers and the staff serving vehicles carrying goods and vehicles carrying passengers against payment, the crews and the staff serving the airships/ships and brigades and the staff serving the trains;

8.2. people who travel for health reasons, including the companion, as the case maybe, (with the presentation of the confirmatory documents);  

8.3. pupils/students admitted education units/institutions from abroad, who have to take exams at the end of the cycles of gymnasium/lyceum/higher education;  

8.4. people who move in personal interest, proved by visa, stay permit or another confirmatory document;

8.5. cross-border workers;

8.6. the members of the diplomatic missions and consular offices accredited in Moldova, international organizations/missions, as well as their family members or staff who can provide humanitarian assistance;  

8.7. people in transit.

CNESP also took more other important decisions.

9. The non-observance of the public health measures, set forth in the present Decision, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account.  

10. The present Decision enters into force starting the moment of its issuance and is published on the government’s official webpage.
