Regulation on providing payment per head of animal enters into force in Moldova

Chisinau, 2 December /MOLDPRES/ - The regulation on the providing of direct payments per head of animal, approved by the cabinet, entered into force today with its publication in the Official Journal (Monitorul Oficial). The regulation establishes the conditions, order and procedure of providing direct payments to animal breeders.  

Under the document, the providing of direct payments per head of animal from the national fund for the development of agriculture and rural environment pursues the achievement of the following goals: reviving the animal husbandry sector; enhancing the average productivity per agricultural unit; breeding, reproduction and improvement of races and exploitation of animals in agricultural units; improving the living standards in the rural environment; adaptation to the climate changes and attenuating their effects on the agricultural production.

The government also rules to give the Agriculture, Regional Development and Environment Ministry (MADRM) the right to: distribute the means of the national fund for the development of agriculture and rural environment, in order to make the direct payments per head of animal, depending on the applications received  from farmers; annually allocate from the budget of the national fund for the development of agriculture and rural environment at least 30 per cent for financing the applications on providing direct payments per head of animal.  

„If the planned financial sources are not turned to account, the money will be used in line with the regulation on the conditions, order and procedure of providing the means of the national fund for the development of agriculture and rural environment, approved under the Government Decision No 455/2017,’’ the decision reads.  

MADRM is empowered with the control over the fulfillment of the present decision.
