Decision No 37 of Moldova's National Extraordinary Public Health Commission from 11 December 2020

Chisinau, 11 December /MOLDPRES/ - Under the Article 58 from the Law No 10/2009 on the state supervision of the public health sector (Official Journal, 2009, No 67, Article 183), with the subsequent amendments, following the analysis of the epidemiological situation, the National Extraordinary Public Health Commission (CNESP) finds out that the epidemiological situation is worsening, being determined by the negative tendencies of the evolution of the epidemic process in all administrative and territorial units of the country. To enhance the efficiency of the measures applied of prevention and control of the COVID-19 infection, CNESP    

DECIDES:

1. The following things are established, in order to boost the measures of prevention and control of the COVID-19 infection in the general secondary education institutions and the early education ones:  

1.1. Carrying out of online classes at the education disciplines, according to the framework plan for the forms of the primary school, gymnasium and lyceum on the period 21-24 December 2020.  

1.2. Suspension, starting from 14 December 2020, of the extracurricular activities (sports circles and sections) at the headquarters of the education institutions and their carrying out online.

1.3. The education activities on the occasion of the winter holidays in schools and kindergartens will be organized in classes/groups with the observance of the social distance, with the presence of only teachers/educators from the concerned class/group. The classes and groups will be provided with proper conditions for the hygiene/disinfection of hands.   

1.4. The education institution’s employees, as well as the pupils of the gymnasium and lyceum classes will compulsorily wear protection masks.   

1.5. The carrying out of natural ventilation, wet cleaning and disinfection of surfaces, after each activity organized.

1.6. Banning the organization of festivities on the occasion of the winter holidays in the education institutions of the following types: centres of excellence, colleges, vocational schools, universities.

1.7. Observance of the provisions of the Instruction on the protection measures, which must be applied for organizing the work of public and private education institutions, in the epidemiological context of COVID-19, approved through the Decision No 26 of the National Extraordinary Public Health Commission from 21 August 2020.    

2. The authorities from the public order sector and the authorities with control duties are instructed to continue supervising the observance by private people and legal entities of the measures of prevention and control of the COVID-19 infection.  

3. The decisions of the National Extraordinary Public Health Commission are executory for the central and local public administration authorities, for private people and legal entities, no matter the activity sector and the legal form of organization.  

4. The territorial extraordinary public health commissions will ensure the revising of all decisions/instructions approved, bringing them in line with the decisions by the National Extraordinary Public Health Commission of Moldova.

5. CNESP recommends that media representatives inform the public about the need to strictly observe the measures of prevention and control of the COVID-19 infection.  

6. The non-observance of the public health measures, set forth in the present Decision, represents danger for the public health and will serve as reason for calling the guilty people to contravention/criminal account. 

7. The present decision enters into force starting the moment of its issuance and is published on the Government’s official webpage.
