Chisinau, 25 July /MOLDPRES/ - The procedure of getting the pension, allocation or allowance by the elderly people or those with special needs will be facilitated, following the increase in the number of powers of the local council’s secretary. The cabinet today gave a positive notification to a legislative initiative providing for amendments to the law on the local public administration, the government’s communication and protocol department has reported.

Thus, the initiative suggests that the secretary of the local council is able to authenticate proxies, in order to represent people to establish and recalculate the old age pension, allowance, allocation for disability and the survivor pension. Presently, the local council’s secretary is empowered, under the law, to authenticate proxies only for the reception of pensions, allowances, not also for the representation of people at the Territorial Social Insurances House

According to the authors, the draft law was elaborated based on requests by elderly people and persons with special needs, preponderantly from rural areas, where there is no notary nearby and the movement to the notary units and territorial subdivisions of the National Social Insurances House takes additional time and financial expenses.

The draft law is to be consulted with representatives of the local public administration authorities (eventually the Congress of Local Authorities of Moldova), under the law on the administrative decentralization and the law on the local public administration.
