Identity cards might be available in digital format in Moldova

Chisinau, 4 October /MOLDPRES/ - The identity cards, driver’s licences and the certificates of registration will be available in the digital format. The parliament’s commission for economy, budget and finances today approved a draft law to this effect.    

The legislative initiative will regulate the digitalization of the identify cards, driver’s licences, registration certificates, as well as some elements on their generation and use. The concerned documents in digital format will be used through the governmental integrated application of electronic services.   

The Electronic Governance Agency, with the financial support of the United Nations Development Programme (UNDP), work on the development of the application, which will provide the user’s access to all electronic services, based on the personal electronic identity. The digital identity card of Moldova’s citizen will be an identity act generated on the phone or tablet of the holder and will contain a string of data taken over in automated regime and in real time from the profile of the person in the state register of the population and, additionally, an electronic identifier (QR code).     

The draft will also regulate the possibility to submit online the request on the registration of transport means and delivery of the certificates and registration plates through the governmental delivery service (MDelivery). Also, decision-makers propose to introduce the notary’s obligation to submit, through an electronic service, the application on registration of the authenticated legal act or of the contracts on sale and purchasing and other documents related to real estate.    

Another intervention sector of the draft represents the regulations related to the extracts from diverse state registers. In this respect, they suggest that the reproduction on paper or on other material of information from register should contain a single electronic identifier (QR code, barcode, digital code), which will allow the electronic verification of the documents’ authenticity.   

Other legislative amendments envisaged refer to the government’s possibility to establish distinct costs for the electronically provided services and the desk ones; exclusion of the need to compulsorily present the proof of the electronic signature to the documents submitted through the integrated programme on files’ management and the verification is to be made in automated way; free of charge access to all chapters of the Official Journal in electronic format.
