Moldovan parliament to adopt new package of laws meant to reduce bureaucracy in fiscal sector

Chisinau, 25 October /MOLDPRES/ - The parliamentary commission for economy, budget and finances today considered the second package of laws which provides for the facilitation of the business environment’s work, through excluding the administrative obstacles.   

The legislative initiative on the amendment of the Fiscal Code and Customs Code was worked out by the Economic Development and Digitalization Ministry jointly with the Finance Ministry.  

One of the actions proposed in the fiscal sector regards the possibility of deduction of the value added tax (VAT) based on the tax bonds for the procurement of assets and services paid through the business payment card. The value of the acquisitions in each bond will not exceed 2,000 lei and will be of 10,000 lei at the most for one fiscal period.    

At the same time, the limit of the sum which is not regarded fiscal debt will be increased. The sums up to 500 lei will not be regarded as debts to the national budget. Presently, the limit is 100 lei.

Another provision of the package II on reducing the bureaucracy in the business sector is the cancellation of the keeping record of the cash register. This action will save at least five million working hours for entrepreneurs annually, according to estimations. The fiscal legislation also sees the digitalization of the relations with the fiscal bodies. The electronic documents and the distance communication are to be used for the interaction with the State Fiscal Service (SFS).

The draft’s authors also propose the revision of the procedure of enforcement of the exemption from VAT related to the reimport in the case of the e-trade, according to the good European practices. Also, the obstacle in the case of the consideration of contestations within the council for settling disputes will be removed through the change of the sum of customs obligations. It will be considerably diminished and will stand at 250,000 lei for legal entities and 125,000 lei for private people. At the same time, the council for settling disputes will be made up of at least 50 per cent representatives of the associations from the business environment with relevance in the customs sector.     

Another novelty of the draft is the inclusion of the petrol and diesel in the list of the products allowed for the wharf customs regime. This will facilitate the operations of import-export, stocking, loading and unloading of oil products and liquefied gas. The right of the customs body to accept bank guarantees only from an agreed upon bank will be excluded and the guarantees issued by any licenced bank of Moldova will be accepted.
