Health insurance policy to be provided only to unemployed people who contributed to state budget in Moldova

Chisinau, 26 October /MOLDPRES/ - The health insurance policy will be provided only to the jobless people who contributed to the state social insurances budget and only for the period of payment of the unemployment benefit. The parliament today approved a draft law aimed at activating the labour force market and combating the unemployment phenomenon.     

The legislative amendments were proposed by the Labour and Social Protection Ministry (MMPS), in the context of the reform of the National Employment Agency (ANOFM) and the reform of the social assistance system.   

Thus, the health insurance policy will be provided only to the unemployed people who contributed to the state social insurances budget and only for the period of payment of the unemployment benefit.

According to estimations by MMPS, this measure will generate incomes worth 300 million lei to the mandatory health insurances accounts. At the same time, the term of repeated registration with status of unemployed and of the repeated application for the providing of the unemployment benefit will be extended from three to six months.  

The parliament also revised the procedure of getting jobless people out of record, if the obligations are not observed. If jobless people fail to present, in a 30-day period, the report on the activities carried out  while looking for a job or refuse a job without a well-grounded reason, they might remain without unemployment benefit.     

The draft also sees extending possibilities of employment of the jobless people who failed to find a job in the first three months after their registration at ANOFM. More exactly, they will be given additional options of employment from related professions and from occupations with lower qualification.

The document sees the revising of the way of calculation of the quantum of the unemployment benefit for the people who were on maternity leave of on leave for taking care of child up to the age of three years.  

Statistic data shows that 35,000 unemployed people were registered in Moldova in 2022.
