State register in constructions sector to be created in Moldova

Chisinau, 28 December /MOLDPRES/ - The parliament has voted for the Code of Town Planning and Constructions in the third reading.  

The draft establishes the single legal framework which will regulate the relations in the field of land management and town planning, authorization and carrying out of the construction works, ensuring the quality of the constructions, of the materials and products for constructions, exploitation of constructions, as well as the consistent enforcement of the legal provisions in the field of use and post-use of constructions on the territory of Moldova.    

The new code is meant to systematize the provisions regarding the stages covered for the construction of a building, starting with the concept, designing, authorization, carrying out, exploitation, following the behavior during time, as well as the state’s control in the post-use of constructions. As for the state’s control, the new code contains provisions which regard the goal of the control, the deeds which represent infringement in the field of quality in constructions, the competent authority in the state control, the way the state control is carried out, etc.    

The draft of the Code also contains provisions on the way the town planning certificate and the authorization for construction/dismantling are issued. Also, the state register of the companies in the field of town planning and constructions, kept by the National Inspectorate for Technical Supervision, will be created in Moldova for the first ever. It will contain data on the enterprises which work in the field of town planning and constructions.      

After the Code enters into force, several laws which have the same field of regulation will be abrogated.
