Legislative amendments approved by Moldovan cabinet would bring 183 million lei annual savings for business

Chisinau, 10 January /MOLDPRES/ - The government today approved the fourth legislative package, meant to remove a string of constraints in the entrepreneurial activity and reduce the burden of regulation of the economic work, according to the Secretariat of the Economic Council under the Prime Minister.    

Inter alia, the document provides for the recognition in Moldova of the commodity exchanges in the member states of the European Union, if  they prove that, in the origin country, they meet the minimal requirements provided for by the law from Moldova. Also, the document proposes the modernization of the concept of ‘’commodity exchange,’’ in order to be connected to the models of the current commodity exchanges. Also, the legislative package suggests giving possibility to carry out public procurements through commodity exchanges, based on the conditions established by the government.   

Under the same document, the rural homes will not be limited to a number of only three chambers and the food products coming only from the settlements where they are placed.  

Another proposal deals with the cancellation of the register of  complaints. And this given that there is the contact information of the State Inspectorate for the Supervision of Non-Food Products and Consumers’ Protection at the headquarters of the trade units. Any complaint submitted in free form to the merchant and the Inspectorate has the same legal value as a document in the register of complaints. The purchasing, registration of the register at the local public authority and its keeping imply costs and unjustified administrative burden.    

The law excludes the repeated trainings in the field of labour security and health for the managers of the employers and provides for the access to the trainings in the hygiene field in online regime and for free. Additionally, the law simplifies the access to services of public utilities, through excluding the need to present extracts from public registers and introduction of the possibility of distance interaction.   

The law sees also the possibility of distance identification, in order to ask for the electronic signature, which would cut the costs for such services, especially for the people from the Diaspora and thus, the possibility of their participation in the country’s economic life would be enhanced.    

The package of re-regulation No 4 is promoted by the Economic Development and Digitalization Ministry, with the support of the Secretariat of the Economic Council (CE) under the Prime Minister and the United Nations Development Programme (UNDP). The CE’s Secretariat provided support for the working out of the amendments, consultations with the sides interested, contributed to the elaboration of the documents accompanying the draft and estimation of the potential impacts. The package implies the amendment of 12 laws.      

If the document is voted in parliament, it might annually bring 183 million lei savings for the business.
