Moldovan Education Ministry says new heads of education departments to be appointed in 25 districts, municipalities

Chisinau, 17 January /MOLDPRES/ - The Education and Research Ministry (MEC) has finished the process of collection from districts of the information on the issuance of decisions on the ceasing of the employment relationships with the heads of the local specialty bodies in the education sector (OLSDI), ‘’who were in office contrary to the provisions of the Education Code.’’      

The ministry’s analysis shows that, in ten districts, the heads of the education department were appointed to office in accordance with the legal framework and remain in office. The districts concerned are Taraclia, Calarasi, Floresti, Falesti, Criuleni, Leova, Straseni, Nisporeni, Autonomous Territorial Unit of Gagauzia and Ialoveni.

At the same time, in another 25 districts/municipalities, the heads of departments ‘’were appointed contrary to the legal framework, i.e. without contest or for an indefinite period of time,’’ MEC noted. Acting heads will be appointed to office in these settlements till the organization of a contest on employment of the subdivisions’ heads. MEC says that, in most districts, the current heads of departments will fulfill the duties of the interim offices.       

In 12 out of those 25 districts, the decisions on the ceasing of the employment relationships were issued or are to be issued by the district/municipal councils. In another 13 – these decisions will be issued by MEC, ‘’after the councils signaled that they did not have time to convene or invoked other reasons.’’     

MEC notes that the leaders who have been appointed to office for more than four years, were not appointed by contest, were appointed for an indefinite period, ensure the interim offices or exercise the office of OLSDI by the temporary exercising of the position of head of OLSDI by the deputy holder of the public office.   

The term of 45 days since the adoption of the Constitutional Court’s (CC) decision from 12 December 2023, under which the amendments to the Education Code, adopted by the parliament on 17 August 2023, were confirmed, will expire on 26 January 2024. CC verified the constitutionality of these amendments and declared inadmissible the notifications submitted by several MPs and a district council.
