World Bank experts propose to assess public institutions depending on openness for business environment

Chisinau, 22 January /MOLDPRES/ - Ten public authorities will be annually assessed, in order to identify the degree of openness to the business environment of Moldova. The methodology of assessing the performance, worked out with the support of the Competitiveness Improvement Project II (PAC II) and the Economics Ministry, establishes a single mechanism and 21 indicators for evaluating the performance of public authorities in the process of regulating the entrepreneurial activity.

The document was presented at a meeting of the working group for regulating the entrepreneurial activity. The assessment of the performance will be carried out annually, starting from 2016, and will comprise ten public authorities, such as the State Ecological Inspectorate, State Public Health Supervision Service, National Agency for Food Safety, etc.

These authorities have the biggest impact on Moldova's business environment, and their selection was focused particularly on the following factors: degree of involvement in the process of issuing permissive acts; the number of permissive acts within the competence of the public authority; number of enterprises regarded by the authority's regulation, existence of powers in the sector of carrying out controls. The work of the ministries in charge of developing policies in the fields within the competence of the authorities subjected to the performance evaluation will be assessed too.

Based on the results of the assessment, a classification of public authorities will be elaborated and the annual progress will be monitored. The outcomes of the evaluations will be made public

The enforcement of the methodology will turn more responsible the decision-makers who directly interact with the economic agents, on the one hand, and on the other hand, will help monitor and implement reforms with direct impact on the business environment, the executive director of the PAC II implementation unit, Aureliu Casian, said. 

The annual progress in terms of the regulatory authorities' openness to the business environment will be monitored by a working group, made up of representatives of the State Chancellery,Secretariat of Assessing Regulation Impact and of business environment - Employers' Confederation and Chamber of Commerce and Industry.  

With an over budget of 45 million dollars, PAC II will be implemented in 2015-2019. The project is set to improve the business environment through backing the government in enforcing strategies aimed at creating a friendly business environment, reducing constraints and costs for managing the business.
