Moldovan economics minister says governance at final stage of reform of bodies with control duties

Chisinau, 9 November /MOLDPRES/ - The reform on the reorganization, optimizing and creation of bodies with control duties will be completed till late 2017, so that, in early next year, they work in full regime and according to new principles, Deputy Prime Minister, Economics and Infrastructure Minister Octavian Calmic said at a news conference today.  

The minister noted that the legislative and normative basis had been adopted and procedural aspects coming from cabinet decisions are to be operated. Thus, till late November, the regulations on functioning and the staff scheme of these entities are to be worked out. The number of control bodies will be cut from 60 to 13 public authorities, which have duty of state control and powers to carry out controls over the entrepreneurial activity, in order to ensure the quality of products and services on market.    

The reform is aimed at “constantly diminishing the pressure on the business environment, excluding abuses and improving the quality of services,” Octavian Calmic stressed.  

All entities will have a programme on planning controls. They will be obliged to notify economic agents about the intention to carry out the control. At the same time, the Agency for Consumers’ Protection and Market Supervision and the National Food Safety Agency (ANSA) will have right to make sudden controls.    

Deputy Prime Minister Calmic referred also to novelties due to appear in the controls sector; it is about the councils for settling disputes, that will be created in all control entities, digitalization of the control actions, due to be enforced soon. A national council for considering systemic problems as to the enforcement of the legislation in the state control field is to be set up in the near time. “All these new elements are at the final phase,” the economics and infrastructure minister said.   

The official also said that “simultaneously with the reorganization of the control bodies, we continue taking care of the people from Moldova.” The Economics and Infrastructure Ministry started a campaign of controls at economic agents concerning the quality of services provided and quality of goods sold. The commercial units, fuel supply stations, quality of the mobile telephony services will be checked. ANSA will ensure the quality of products placed on market, especially the ones supplied to education institutions.

If infringements are found out, all needed administrative procedures will be applied, Economics and Infrastructure Minister Octavian Calmic said. He warned enterprises that, following the reform of the control bodies and cut in their number, the state would protect the consumers’ rights and would not tolerate the worsening of services’ quality.
