Moldovan parliament speaker unveils opportunities of development for business environment

Chisinau, 13 November /MOLDPRES/ – "People are the wealth of this country, that is why we focus on investing into people and creating new opportunities for development," said Andrian Candu, Parliament Speaker, today at a meeting with businessmen from the Northern region of Moldova, the parliament’s communication and public relations department has reported.   

Simplifying procedures and excluding state and civilian interference with the business environment is the most important thing we have been doing, said Andrian Candu. According to him, the number of bodies with control functions has been reduced from about 58 to 18, and controls which had been planned earlier will have a lesser duration and be less invasive. Also, the number of permissive acts was reduced from 416 to 149, while officials admitting abuses will be severely punished. According to the provisional estimates, approved changes will let the private sector to save around MDL 43.6 million yearly, just from administrative effort, and public sector – MDL 18.4 million.

Another priority of government is to decriminalize economic violations and reduce unnecessary constraints and risks for economic agents. According to Andrian Candu, imprisonment of businessmen leads most often to businesses’ closure, implicitly loss of employment for many workers, as well as losses for economy. The businessmen will be able to recognize the guilty for the offence committed, eliminate consequences and pay to the state budget the pecuniary sanctions.

From the beginning of 2018, a single employee report will be filed with the State Tax Service (SFS) instead of 5 as it is now. In addition, a single reporting window will be created for all tax, financial, and statistical reports. These important changes, as well as the programme with the IMF, and Moldova's exit from the crisis were possible, according to the Speaker of the Parliament, due to the synchronization of the actions of the Parliament and the Government.

The speaker also talked about the exclusion of workbooks and other important changes in the Labour Code, the creation of IT parks and the strategic development of info technologies in Moldova. He also talked about the banking sector’s stability, promoted social programmes, including meal vouchers, First Home, Women in Business, Dual Education and Attractive Visa Regime.

According to official data, Moldova is ranked the 6th in the world for the number of jobs created in 2016 in relation to the population and is the newest destination for emerging investments, according to Global Location Trends 2017.
