New law to regulate customs activity in Moldova

Chisinau, 21 December /MOLDPRES/ – The Parliament adopted a final law on Customs Service in its final reading today.

The document expressly sets out the basic functions of the Customs Service, consisting of the customs policy’s implementation, facilitation of trade, ensuring compliance with customs regulations on goods, means of transport and persons crossing the customs border of Moldova, collection of import and export rights, customs clearance, control and customs supervision.

The law will also regulate essential functions, main tasks and structure of the Customs Service. Thus, structurally, the Customs Service is an administrative authority subordinated to the Ministry of Finance, which includes the Central Office, customs offices and customs posts. The management of the Customs Service will be provided by a manager. The appointment, modification, suspension and termination of the director's duties will be made by the Minister of Finance.

The document also provides for the status, rights and obligations of customs officers. Simultaneously, project regulates special grades and functions in the Customs Service, general conditions for awarding special grades, terms of holding special grades, particularities of their assignment and calculation of service period.

A separate compartment refers to social security, employment conditions, terms of employment and conditions for termination of service relationships. The regulations are laid down on the liability of the customs officer, disciplinary offences and disciplinary sanctions.
