State programme First Home to become functional in Moldova as of next March

Chisinau, 13 February /MOLDPRES/ - The state programme First Home is in its final stage of elaboration and will become functional starting from next March. The leader of the Democratic Party of Moldova (PDM), Vlad Plahotniuc, today made statements to this effect at a news briefing held following a weekly meeting of the party.  

The PDM leader noted that, through this programme, civil servants might benefit from certain facilities when purchasing a dwelling. “I demanded that colleagues from PDM’s Economic Department and our government specialists made an analysis of the way we might come with certain additional facilities for civil servants through the agency of this programme. We want to find as efficient as possible solutions to motivate them to further work in the state system, as well as to attract as many as possible young people to this sector. I mean the payment by the state of an important part of the price of the real estate bought. We are to inform about the size of this part, due to be paid by the state, after all evaluations are made,” Plahotniuc said.     

At the same time, the PDM leader informed about the working out of an information campaign on the project’s implementation. “We demanded that the government elaborates a comprehensive information campaign about this programme, in which it is to provide as many details as possible about the way the project will work, how can it be accessed, which are the advantages and other details, which the citizens need to know to take decisions on buying a dwelling based on this programme,” Vlad Plahotniuc also said.  

Also, the Democrats’ leader specified that more measures would carried out, that will provide transparency as to the final interest practiced when providing a loan. “The colleagues from the PDM faction, along with the ones from the Legal and Economic departments, are to come up with an initiative and the needed legislative amendments should be made, so that people know initially, as transparently as possible, what interest they will pay on the loan they borrow and there should be no hidden taxes,” Vlad Plahotniuc said.

The First Home programme provides for the purchasing of flats and dwelling houses in Moldova, in particular, for young families, whose members are not older than 45, are employed and have official incomes.  

Dwellings finished and made available for living till the date of submitting the application could be purchased. The price of these dwellings must not exceed one million lei, and the first rate paid by the beneficiary will be of ten percent of the price. Also, beneficiaries should not own a dwelling or have unpaid mortgage credits. The loan will be provided by commercial banks for a repayment period of 25 years at the most, in Moldovan lei. The monthly bill paid by the beneficiary will not exceed 50 per cent of the net official salary incomes of the family and the state will guarantee 50 per cent of the loan. Beneficiaries will not be able to sell the  dwelling bought in the first five years after getting it, excepting the case of full payment of the debt for the loan.
