Moldovan cabinet rejects initiative of MPs' group suggesting extension of imported vehicles' exploitation period

Chisinau, 4 April /MOLDPRES/ - The cabinet of ministers has given a negative note to an initiative by a group of MPs, who suggested extension of the period of exploitation at the import of road transport means by 4-5 years.   

Thus, the draft’s authors propose the allowing of the import of vehicles for the carriage of more than 20 persons with a period of exploitation of 15 years, against 10 years, as it is stipulated at present, as well as of road transport means meant for the carriage of 20 persons at the most – from 7 to 11 years.  

At the cabinet meeting, Finance Minister Octavian Armasu said that the proposal cannot be accepted, as it regards the fiscal policy too. “The draft normative acts with financial impact on budgets are subjected to financial expertise, in accordance with the legislation which regulates the way normative acts are elaborated; during this budgetary year, decisions leading to the cut in revenues and/or increase in budgetary expenses cannot be enforced, if their financial impact is not provided for in the budget,” the minister said.    

The government did not support the legislative initiative, invoking more arguments as to the need to improve the quality and performance of the national park of vehicles and environmental protection. The limiting of the duration of exploitation of road transport means, as well as of engines and coachworks is needed, in order to improve the quality and performance of the motor park, as well as of the road traffic safety, due to the large number of traffic accidents because of the bad technical state and the long period of use of transport means involved, the government’s note reads.   

The import of vehicles with exploitation period of up to 15 years “will have as effect the using up of the motor park.” The government also said that the strategy of environment for 2014-2023, approved under cabinet decision from 24 April 2014, sees that the integration of the provisions on environment in the policy in the transport sector regards the environmental protection through promotion of actions due to reduce the noise and carbon dioxide emissions.
