Moldovan cabinet approves rectifications to social insurances budget, mandatory health insurances accounts for 2018

Chisinau, 16 May /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved amendments to the law on state social insurances budget and the law on mandatory health insurances accounts for 2018, the government’s communication and protocol department has reported.  

Both the revenues and expenses of the state social insurances budget for this year is increasing by 26 million 481.3 thousand lei and will amount to 19 billion 338 million 999.4 thousand lei.

The increase in spending was triggered by the increase in the number of beneficiaries of social benefits and their average size, including as a result of implementation of stages of the pensions’ system’s reform. Thus, the most significant increase regards the carrying out of the subprogramme on the protection of elderly people – over 60 million lei. The sums allocated for the social protection in connection with the loss of the breadwinner (+3.082 million lei), social assistance of people with special needs (+17.93 million lei) will increase.  

In the context, Prime Minister Pavel Filip said that the increase in the own revenues to the social insurances budget is an index that the system starts backing itself. While so far, a deficit of 1.3 billion lei has been recorded, compensated with money allocated from the state budget, now, this deficit begins to drop and is compensated with additional revenues from contributions to the state social insurances budget (+294.5 million lei).  

‘’Maybe these are not so good results, but this is an index that that the effort we have made yields fruits: less envelope salaries, more contributions to the state social insurances fund and I am quite confident that we will soon get to have an self-sufficient system, just as there are in all developed countries,’’ Pavel Filip said.

Referring to the mandatory health insurances accounts, the amendments proposed sees the increase in revenues and spending of the mandatory health insurances accounts by 74 million 300 thousand lei up to 6 billion 733 million 325.2 thousand lei. Most additional revenues – 50.94 million lei – will be directed for the hospital medical assistance.  

Over ten million lei will be allocated additionally for the out-of-patient specialized medical assistance. The rest of the sum is meant to improve the pre-hospital medical assistance, first medical aid, as well as of the highly performance medical services.

The amendments see also the increase in the resources in the fund of development and modernization of public providers of medical services, to strengthen the capacities of early preventing and discovery of oncological diseases, through bringing the concerned services close to the patients, including in villages.
