Moldovan electoral body unveils preliminary results of runoff of elections in Chisinau

Chisinau, 4 June /MOLDPRES/- The Central Election Commission today unveiled the preliminary results of the runoff for the election of Chisinau mayor. After processing the ballot papers, the candidate of the Dignity and Truth Party has picked up the highest number of votes.

The reports on the 3 June election results will be submitted by CEC to the Chisinau court, which will confirm or rule out the legality of the election within ten days.

According to CEC data, on 3 June – 248,674 voters were present at polling stations, representing 39.12 per cent of the total number of voters on the lists. The candidate of the Party of Socialists of Moldova, Ion Ceban, got 47.43 per cent of the suffrages, and Andrei Nastase, the candidate on behalf of Dignity and Truth Platform Political Party, picked up 52.57 per cent of the votes.

After confirming the results and validating the mandate of the elected mayor, the CEC and the Chisinau district electoral council will publish the final results.

After being sworn in, Andrei Nastase will hold office for a period of one year until the ordinary local elections.

After learning the results, Nastase thanked the voters and assured them he would fulfill his promises made during the election campaign. “I am proud of the residents of the city and the suburbs. We should strengthen as political forces, since the parliamentary elections are coming and I have never said that we would not get involved to win that game as well; yet, on the other hand, there are also the cares of the people, as they have problems which must be settled as urgently as possible,’’ Nastase added.

Nastase also had a speech for the Russian-speaking residents, in which he promised them to be their mayor as well. He said he had already received congratulations on behalf of more European and Romanian officials.  

Under the law no136 on the status of Chisinau municipality, the mayor is the representative authority of Chisinau population and the executive of the municipal council. He is the head of the municipal public administration, can participate in meetings of municipal council and has the right to rule on all the issues to be discussed.

The mayor has the following basic duties: ensuring the execution of the decisions taken by the municipal council, and if he thinks that the decision of the municipal council is illegal, he may notify the territorial office of the State Chancellery and/or administrative contentious court.

The mayor appoints, amends, suspends and terminates the service or labor relations, in accordance with the law, with the staff of city hall, praetors, deputy praetors and secretaries, heads of the municipal public administration subdivisions, public service managers, heads of the municipal public institutions, managers of the municipal enterprises, establishes their basic tasks, manages and controls their work. Also, he sets and delegates powers to the deputy mayors, proposes the organizational chart and the conditions for the provision of public services, takes measures for the proper functioning of the respective services, conducts and coordinates the activity of the municipal public services, ensures the functioning of the civil service, the guardianship authority, controls the activity of the economic entities, the municipal public institutions, hears reports and information of their heads and proposes solutions to improve their activity.

The mayor can convene ordinary, extraordinary and immediate meetings of the municipal council, proposes issues on the administration of the municipality, ensures the technical, informational and administrative support for functioning of the municipal council, ensures the elaboration of the feasibility studies and proposes for approval the lists of the municipal public goods and services for the implementation of the public-private partnership projects, ensures the monitoring and control of the implementation of the public-private partnership projects, ensures the elaboration of the strategies and plans on the social and economic development of the municipality and of the urban planning, issues permits and other permissive acts provided by law, having the right to suspend or revoke them for duly justified reasons, finds violations of the legislation committed by private people and legal entities in the administered territory, takes measures to remove them and notifies the law enforcement authorities. He finds and orders dismantling and discharging, including forcibly, of unauthorized advertising panels, temporary stationary stores, objects and installations of any type located illegally on the public domain. He takes measures to prohibit or suspend performances, representations or other public manifestations that contravene the rule of law, approves the reports on construction works in Chisinau, is responsible for the inventory and administration of goods of the public and private domains of the municipality, within the limits of his competence, ensures the organization and exercising under the law the supervision of activities in fairs, markets, parks, green spaces, entertainment and leisure facilities, for their proper functioning, ensures the safety of road.

The mayor represents the municipality in relations with the government, other public authorities, private people or legal entities from the country or abroad, as well as in the courts, signs on behalf of the municipality or the municipal council the acts and contracts, collaborates with the mayors of towns and villages to solve common problems, initiates and supports the collaboration of the municipality with other administrative-territorial units, including from other countries.

The mayor can propose to the municipal council the consultation of the population by referendum on municipal issues of particular interest, ensures the elaboration of the draft budget for the next budget year, performs the function of principal authorizing officer, orders internal audit in line with the law no229 of 23 September 2010 on public internal financial control.

The mayor has a stamp. He issues normative and individual provisions. The normative provisions shall be submitted within 5 days after signing to the territorial office of the State Chancellery and shall enter into force when bringing them to public notice. Individual provisions become enforceable after they are notified to the targeted persons.
