Moldovan justice ministry insuffuciently monitors reconstruction of penitentiaries, Court of Accounts says

Chisinau, 25 July /MOLDPRES/ - The Court of Accounts (CCRM) has considered an audit report of the consolidated financial situations of the Justice Ministry (MJ) for 2017 and found out more irregularities.
According to CCRM, the Justice Ministry irregularly increased the effective spending by six million lei in 2017, did not assess and did not register 17 buildings in the financial accounting and allowed non-compliances in the public procurement process. At the same time, the institution did not launch and failed to use six information systems worth 13 million lei in all.
The audit also shows that MJ insufficiently monitored the process of construction and reconstruction of penitentiaries; this triggered procrastination of the fulfillment on term of the requirements on the improvement of the detention conditions.
At the same time, the National Probation Inspectorate incorrectly provided expenses for the modernization of information programmes and spending for setting conditioners.
The deficiencies ascertained by the external public audit had an impact on the consolidated financial situations of the Justice Ministry, which were carried out with the overall sum of 16.2 million lei.
