Roads serving agricultural activities might be sold at land price in Moldova

Chisinau, 12 September /MOLDPRES/ – The roads that serve agricultural activities, as well as the designed and unplanted forest stripes, might be sold by the local public authorities (APL) to the landowners, according to a draft submitted as a legislative initiative by a group of MPs in the Parliament. The draft was endorsed by the Government today. The authors of the document think that it will facilitate the consolidation of agricultural lands.

Nowadays, due to the fact that an impressive number of roads and other goods serving the agricultural activities involved in technological processes in agriculture occupy tens of hectares, it is difficult to consolidate agricultural land. For some agricultural fields, it is necessary to develop new land – use projects for each locality, as many of these roads are no longer necessary as a result of the grubbing-up of existing multiannual plantings, the consolidation of agricultural land.

The Government also considers that, in order not to cause litigation regarding the access of other landowners, "there are needed regulations regarding the restrictions that APL can set when concluding land sale and purchase agreements". Regarding the designed, but not planted, forest strips, it is necessary to plant them in order to prevent soil degradation and erosion, says the notice.

The Government also notes that the draft has legislative shortcomings, which need to be removed, such as, for example, ambiguous and interpretative rules.

The Cabinet of Ministers also mentions that it supports the project, but the authors have to take into account the implied recommendations.

The bill is due to be submitted to Parliament for consideration.
