Moldovan prosecutors might investigate cases of dubious management of lands of agricultural sector education, research institutions

Chisinau, 25 October /MOLDPRES/ - The disastrous situation from the Moldovan research and education institutions specialized in agriculture was discussed at a today’s meeting chaired by Prime Minister Pavel Filip, the government’s communication and protocol department has reported.      

„We have institutions which simply rob the state –ask for money from the budget, which is spent inefficiently. At the same time, the incomes are 0 lei from the farmlands they own. Presently, we can invest huge sums of money there; the result will not improve, on the contrary, the disaster will amplify,” Pavel Filip said.   

The budget earmarked for these institutions is of about 312 million lei. The area of the lands belonging to education and research institutions specialized in agriculture exceeds 11,000 hectares and most of them were transferred to be managed by technological/didactic experimental stations set up in 2008, which are insolvent at present. “There were well-thought out schemes, so that they can seize these farmlands. We should appeal to the Prosecutor General’s Office to get involved, to see on which basis the farmlands were ceded, why these stations became insolvent,” the PM stressed.     

Among the problems, the prime minister noted the training of specialists the economy does not need, training at old equipments, big share of technical staff against the teaching one, researches with low impact. “I think that the most serious thing is the education process. No specialists necessary for the agricultural sector are educated. The rate of employment of graduates of specialized collages is under 30 per cent. We must understand what optimizations and reorganizations we make in everything dealing with the education and research in the agricultural sector, beginning with the vocational schools and ending with the universities and research institutions, so that we have efficiency,” Pavel Filip said.   

The prime minister instructed the setting up of a working group due to propose solutions to overcome the critical situation in this sector. The latter’s work will be focused on two priority directions:

1. Working out a plan on the reorganization of the network of vocational schools, colleges, universities, research institutions specialized in agricultural sector;

2. Notifying the Prosecutor’s Office for investigating cases of leading to insolvency the technological/didactic- experimental stations which manage the lands of the education and research institutions specialized in the agricultural sector.  

At present, there are 41 research and education institutions in the agrarian field in Moldova.
