Moldovan agriculture minister says improvement of living in villages priority of competent ministry, agency for intervention and payments for agriculture

Chisinau, 3 February /MOLDPRES/ - The improvement of the living standings in villages is a priority of the Agriculture, Regional Development and Environment Ministry (MADRM), implicitly, of the Agency of Intervention and Payments for Agriculture (AIPA), in the process of management of the subsidization fund for 2020. Competent minister Ion Perju made statements to this effect at a news conference held today.  

„Through the National Fund for Development of Agriculture and Rural Environment (FNDAMR), the state committed to support the farmers who ruled to invest in the construction of greenhouses, irrigation systems, creation of multiannual plantations, buying of agricultural technology, in the development of the animal husbandry sector, ecological agriculture, products’ promotion, development of rural agro-tourist boarding houses, creation or extension of  handicraft units, etc,” the official noted.   

The minister noted that, on the period 3 February-31 October, applications can be submitted for subsidizing post-investment measures and a regulation is to be soon elaborated for applications on financing activities meant to improve the living standards in villages, startups, etc.  Afterwards, an appeal on the submission of participation files will be announced.   

Attending the event, AIPA director Vadim Curmei informed about an information campaign on opportunities of financing in 2020 through FNDAMR, held on 20-31 January. “The information sessions were carried out in all Moldova’s districts, with 2,120 farmers trained, of whom 620 mayors, who are potentially beneficiaries of traditional subsidies, as well as in advance. The campaign’s goal was to widely inform farmers, representatives of local authorities about possibilities of accessing post-investment subsidies, in advance for startup projects, as well as subsidies in advance for improving the living standards in the rural environment,” Vadim Curmei said.

The National Fund for Development of Agriculture for 2020 amounts to one billion lei, more against the 2019 year (950 million lei) and respectively, 2018 (900 million lei). The financial support provided to one farmer, during one subsidization year, cumulatively on all measures, will not exceed the sum of five million lei per one beneficiary and for the groups of producers the value of the financial support is increased by 50 per cent of the value of authorized subsidy.   

The Agency of Intervention and Payments for Agriculture, starting from last January, resumed also the process of payment of applications on asking for financial support from 2019, which remained uncovered because of the exhausting of the means of the National Fund for Development of Agriculture and Rural Environment. The subsidization was resumed with the entrance into force of the state budget law for this year. In 2019, according to preliminary data, AIPA received a record number of 7,505 files on demanding financial aid for 4,476 agricultural producers worth more than one billion lei in all.
