Joint Control Commission's meeting postponed

Chisinau, 29 October /MOLDPRES/ - A new meeting of the members of the Joint Control Commission (JCC) took place in Bender city today, the Reintegration Policies Bureau has reported. 

Moldova’s delegation stressed that, while the other delegations were hesitating to condemn the illegal presence and actions of the power-wielding forces subordinated to Tiraspol in the Security Zone, these structures continue with impertinence the abuses aimed against the residents.

Thus, today morning, representatives of the Tiraspol structures kidnapped a citizen of Moldova, resident from the left bank of Dniester on the bridge between the settlements Sanatauca and Camenca. While moving to his job, the person was forcibly put into a vehicle and carried into an unknown direction. Nothing is nown about the place of his stay and neither about his state.      

This revolting case of infringement of the fundamental human rights and defiance of the basic acts of the peacekeeping operation is added to the list of unlawful acts committed in October by the so-called mgb (state security ministry) in the northern segment of the Security Zone. At the same time, Moldova’s delegation considers that this was possible including due to the tolerance of some JCC members, who refuse even the putting of the concerned issue on the agenda.    

„For us, it is important to remove from the perimeter within the competence of the Joint Peacekeeping Forces the power wielding forces which have no right to be there and by this, to exclude the sequestration of people and limit the freedom of movement,’’ the head of Moldova’s delegation noted. He demanded immediate and unconditional release of all sequestrated citizens in the Security Zone and illegally detained by the structured subordinated to Tiraspol.     

Another subject proposed for discussions by the Moldovan side and rejected by Tiraspol’s representatives concerns the working out of regulations for the Joint Military Command (JMC) and the general staff of the Joint Peacekeeping Forces. A decision on the matter was taken within the Commission back in December 2001 and in May 2003; yet, it was not fulfilled.  Russia’s delegation suggests the systematization of all documents and decisions on JMC, which are to serve as roadmap in the work. Moldova’s delegation is against the systematization of documents; yet, it considers that a concrete act, elaborated under these documents, is strictly necessary, in order to exclude the gaps in regulation, which create disagreements in the adoption of decisions by peacekeepers, including as regards the movement of military observers at the request of one of the sides, in order to document infringements of the Security Zone’s regime.  

Therefore, given that no consensus was reached for approving the agenda, the meeting of the Joint Control Commission was postponed for one week.
