First joint public service center inaugurated in Lozova

Chisinau, 21 Dec. / MOLDPRES /- The first Joint Public Service Center (CUPS) was inaugurated today in Lozova, Straseni district. It is part of a pilot project that will provide a wide range of electronic public services, now accessible to Moldovan diaspora citizens and villagers, for whom distance is an impediment to requesting a public service.

"The inauguration of this unified center is a first for our country, which means that we do not leave anyone behind in the digitalization process. Or, even people who do not have a computer or telephone will be able to benefit from all public services in electronic form, being guided by a specialist in the town hall. One of the objectives of the Government is to optimize all public services, to make them as accessible as possible, including in terms of price. All these plans are on the government's agenda, and this center is a first step in implementing a program of proportions ", said Prime Minister Natalia Gavriliţa at the inauguration ceremony of CUPS in Lozova.

Deputy Prime Minister for Digitalization Iurie Ţurcanu said that the Joint Centers for the provision of public services constitute an important stage in the process of modernization and development of the country. "This center will simplify a number of public services, and citizens will be connected to state authorities when needed. I chose the village of Lozova for the first CUPS because I found here the opening of the local authorities for reforms. I congratulate the people of Lozov because they want change, because they want it to develop, and that means that we are launching a premiere that will allow us to learn from each other ", the official underlined.

The opening of the CUPS, within the framework of the pilot project and, subsequently, by their extension at national level, aims to simplify the process of obtaining quality public services by citizens from rural and diaspora, diversify the channels of public service delivery, improve the experience of service beneficiaries, the development of tools for interaction and cooperation between public service providers, bringing the Government closer to the people and increasing citizens' confidence in modernizing public services.

The project will be implemented in stages. In the first stage, during 2022, in the country and abroad, a total of 26 centers will be inaugurated. Subsequently, in 2023, another 60 localities in the country will benefit from the CUPS project. CUPS specialists, who have been selected and trained for piloting, will work in 17 rural town halls and in nine diplomatic missions and consular offices of the Republic of Moldova abroad.

The CUPS specialist, in the person of a local mayor's office employee, will have the mission to inform the population and help the villagers to access the services they need in electronic format (cadastral services, civil status, permits, allowances, allowances , building permits, etc.), will provide informational and practical support on how to submit requests for services (applications), complete online registration forms and will also help to receive the result of the service.

According to the same principle, Moldovan citizens abroad will be able to go to the nearest consulate of the Republic of Moldova, to obtain a wide range of services from the authorities of the State of the Republic of Moldova, being assisted by the employees of the Consular Office when obtaining the result.

The start of the piloting process will include, in the first stage, a series of public services provided by the Public Services Agency and the National Social Insurance House, with the possibility of subsequent inclusion of public services provided by other government authorities.

The CUPS project was developed by the State Chancellery with the support of the Electronic Government Agency, within the project “Modernization of government services”, with the support of the World Bank Group in Moldova. The program is part of the implementation of the digitization agenda, taking into account the strategic priorities set out in the Government's Work Program and Action Plan.
