Moldovan PM participates in general assembly of local public authorities

Chisinau, 1 February /MOLDPRES/ - Prime Minister Natalia Gavrilita today participated, along with President Maia Sandu and Parliament Speaker Igor Grosu, in a meeting of mayors, organized by the Congress of Local Authorities from Moldova (CALM), the government’s communication and protocol department has reported.    

The participants in the event tackled problems of the local public authorities and proposed solutions for their management. According to the mayor, among the biggest impediments in the work of the local public authorities, there are: the lack of professionals at mayoralties and the salaries of the staff; lack of an efficient, permanent and constructive mechanism of communication between all structures of the state and the local public authorities.  

In her speech, Natalia Gavrilita said the government had undertaken more measures for backing the development locally. Thus, the regional and local development fund was created, which has a sum of 770 million lei, included in the budget for 2022. Moreover, in last January, the cabinet adopted the Single Programme Document 2022-2024, which contains 46 regional development projects, financed from the national regional development fund, with an estimated cost of 1.5 billion lei.    

„Starting from this year, the collections from the tax for the use of roads, over 800 million lei, will remain in the local budgets. Young people and women entrepreneurs in 2022 benefit from subsidies in agriculture worth 75 million lei, in order to initiate agricultural projects in the rural development. Besides, seven mayoralties will benefit from grants worth 2,915,533 euros, through the Initiative, Mayors for Economic Growth. Also, we plan to allocate important resources for developing settlements from the 100 million euros – non-refundable assistance on behalf of Romania,’’ PM Gavrilita said.          

The prime minister also said the work with the local public authorities implied continuous effort of enhancing the autonomy, capacities of mayoralties, the range and quality of services provided to residents.

„The efforts which the government undertakes now to improve the efficiency of the local administrations may be grouped in three sections: enhancement of the local autonomy and the funds managed by the Local Public Authorities (APL), digitalization of state’s services and transparency. The public administration’s reform is not carried out in one day and this does not mean that it will immediately solve all problems of the mayoralties. The local public authorities will have to permanently adapt to the new requirements of the communities, of the times and citizens,’’ Natalia Gavrilita stressed.
