Governmental delivery service MDelivery launched in Moldova

Chisinau, 28 July /MOLDPRES/ - The new information system,  MDelivery (mdelivery.gov.md), was launched today following a testing period, when its proved its efficiency and usefulness for citizens and entrepreneurs. The documents requested from public institutions reach directly the door of the beneficiary, through courier, including abroad. The digital solution, implemented with the World Bank’s support, connects the provider of public services, the provider of postal services and the beneficiary and is meant to cut the number of visits to desks, the waiting time, the agglomeration for taking documents, as well as numerous trips for citizens from the Diaspora, the government’s communication and protocol department has reported.          

Attending the event on MDelivery’s launch, Prime Minister Natalia Gavrilita said that the need of such a service had been dictated by the COVID-19 pandemic, as well as by the importance of providing the citizens with additional solutions for accessing public services. In particular, the PM emphasized the usefulness of MDelivery for the citizens who live abroad, who will be able to get the acts needed, without covering large distances to come to embassies.      

The prime minister also stressed that the digitalization remained a priority of the cabinet. In this respect, the authorities have already undertaken a string of actions, among which the removal of some documents, digitalization of a string of acts, a 20-per cent in the price of services accessed online.  

„When there is political will, professionals who deal with the good of the citizens and when there is interest on behalf of the private sector, these forces can unite and achieve nice things, such as the creation of the MDelivery service, which we launch today. Now, all over Moldova and in the Diaspora, citizens will be able to opt for the delivery of acts to their homes. I urge everybody to access MDelivery and to come up with a feedback which will help us further improve this service,’’ Natalia Gavrilita said.  

For his part, Deputy PM for Digitalization Iurie Turcanu said that, through MDelivery, the state had got closer to its citizens even more. ‘’The governmental digital infrastructure today was enriched with a new service, a quite expected one by the citizens. MDelivery perfectly fits the concept of the digital citizen, who is, in fact, a free man, a man who has no dependences on the state’s bureaucracies, is not constrained by a certain geographical position or by time to interact with the authorities. He/she can request service at any time, in any corner of the world, can pay just as he/she wants and keep an efficient communication with the state.’’ Turcanu noted.       

The director of the Public Services Agency, Mircea Esanu, highlighted the usefulness and efficiency of the service, noting that its launch was due to the work of a big team: ‘’The need to create such a platform, which has a string of advantages, was absolutely obvious. Since the beginning of this year, ASP has provided about 3.6 million services, more than a half of which are requests for passports, identity acts or confirmatory acts, which will be able to be delivered home now.’’      

The MDelivery service was created by the Electronic Governance Agency within the Modernization of Governmental Services project, with the World Bank’s support. It was piloted in five settlements of Moldova: Leova, Telenesti, Chisinau, Balti and Criuleni.
