CSE approved new measures on provision of firewood to population, diversification of alternative energy sources

Chisinau, 9 Aug. /MOLDPRES/- During the August 8 meeting of the Commission for Emergencies (CSE), chaired by Prime Minister Natalia Gavrilița, a series of measures were approved in order to prepare for the cold season of the year and facilitate the population's access to energy resources, the government's communication and protocol department has reported.

CSE members ordered the procurement by Termoelectrica company ​​of 20 thousand tons of fuel oil to ensure the minimum reserve. The offers will be selected through a purchasing group, and Termoelectrica ​​will be guided by the criterion of the lowest price for the selection of the winning offer/s.

Through the Provision of the CSE, priority will be given to the provision of port services, within the Giurgiulești Free International Port, for coal intended for final import into the territory of the Republic of Moldova. Also, during the state of emergency, the import of sawdust, waste and non-agglomerated wood residues, intended to be used as raw material in the manufacture of solid biofuels, will be allowed.

Measures have been instituted to simplify the procedures regarding the authorization of forest vegetation harvesting works. Authorizations for cutting in the forest fund and in the forest vegetation outside the forest fund may be issued based on the request of the land owner and the act of phytosanitary research of the trees. The term for examining the application for obtaining the authorization was reduced from 20 to 10 days.

During the CSE meeting, a series of measures were approved to ensure a transparent mechanism for releasing firewood to the population. Thus, the Moldsilva Agency will ensure the record of the wood mass harvested, sold, the place of storage of the available stocks. At the same time, the text of the Provision provides for the distribution of wood exclusively to domestic consumers and public entities, with a marketing limit of 3 sterile meters of porous wood mass for households. Another provision refers to the prohibition of transporting wood between 11:00 p.m. and 06:00 a.m.

The list of documents required to obtain the environmental authorization for the special use of water for the purpose of irrigation of agricultural land from reservoirs or ponds was revised. The new provisions will be valid until September 30, 2022.

CSE members also lifted the restriction on issuing additional passports. Thus, the citizens of the Republic of Moldova will be able to complete a second passport or change the document until it expires.

Another provision of the document refers to offering the right to foreign citizens, refugees from Ukraine, to benefit from dialysis services free of charge, included in the Single Program of Mandatory Medical Assistance Insurance (AOAM), the expenses to be covered by the International Organization for Migration.
