Moldovan government approves strategy of development of interior affairs sector for 2022-2030

Chisinau, 23 September /MOLDPRES/ - The cabinet of ministers today approved the strategy of development in the interior affairs sector (SDDAI) for 2022-2030. The document establishes the vision of strategic development of the interior affairs in a sustainable and functional way, based on the enforcement of law, protecting the interest of the citizens and providing of qualitative services, the government’s communication and protocol department has reported.   

The strategy sees a new approach of the fields specific of the interior affairs system, with emphasis on the effects and benefits produced for the citizens, so that the social environment remains stable and safe and the level of crime rate is maintained low.     

The new approach of the development strategy was prompted also by the unstable environment, triggered by the war in Ukraine and by the lack of documents of public policies from the sectors of competence assigned to the Interior Ministry (MAI), the oldest ones being expired back in 2020. To work out the strategy, the cabinet took into account the regional risks – besides the analyses carried out on intervention fields during peaceful times, decision-makers set priorities concerning the enhancement of the capacity of Moldova’s resilience to crisis situations.    

„The elaboration of the strategy started during peaceful times; yet, as the threats brought by the war begin to materialize, experts adapted and innovated usual instruments, including for crisis situations, so that our response is the best, we have the flexible mechanisms of reaction and the result is focused and immediate,’’ Interior Minister Ana Revenco said.   

To implement the strategy, six sectoral programmes will be worked out on sub-sectors of MAI’s activity and namely: public order and security; prevention and combating of criminality; integrated management of the state border; management of the migration flow, asylum and foreigners’ integration; prevention and management of emergency situations; professional training, integrity and digitalization.    

The provisions of the Association Agreement between the European Union and Moldova, as well as of the MAI’s roadmap, in the context of getting the status of country candidate for accession to EU, stay at the basis of the new document of public policies. Also, the document is getting in line with the sustainable development goals of the UN Agenda 2030.  

At the same time, the strategic goals are formulated, in order to carry out the government’s action programme, Good Times Moldova, and the draft of the national development strategy, Moldova 2030.To carry out the national development strategy, the interior affairs sector is an important one – for instance, it is impossible for one to edify a European state without a friendly policy in community and the country’s economic development is impossible to be ensured without giving a feeling of safety to domestic and foreign investors.  

Both national and international experts, as well as representatives of the central and local public authorities were involved in the elaboration of the draft strategy.
