Moldova's Commission for Emergency Situations establishes 200 million lei to be allocated to pay additional volumes of crude oil

Chisinau, 12 November /MOLDPRES/ - The Moldovan government, starting from November this year, will provide compensations for the payment of invoices for thermal energy to the vulnerable consumers. In the context, the Labour and Social Protection Ministry (MMPS) will make the payment in advance of 200 million lei to the Termoelectrica stock company from the fund for reducing the energy vulnerability. This will allow Termoelectrica buying additional volumes of crude oil for the cold period of the year. The decision was approved at a meeting of the Commission for Emergency Situations (CSE), chaired by Prime Minister Natalia Gavrilita, the government’s communication and protocol department has reported.     

Thus, the Termoelectrica stock company will monthly report to MMPS the value of the compensations provided to the vulnerable consumers, according to the regulation on the assigning of categories of energy vulnerability and the way the compensations for the payment of energy invoices, set by the cabinet, are established and paid. At the same time, to support a larger number of disadvantaged families, starting from 1 November 2022 and during the period of validity of the emergency state, the assistance for the cold period of the year will be calculated based on an updated formula. The financial means will be provided to the families demanding them, which have a monthly average income larger than the minimum guaranteed monthly income according to the legislation and lower than the minimum guaranteed monthly income, based on the coefficient increased up to 2.6.     

The requests of providing social assistance, registered at the representative of the social assistance territorial structure, starting from 1 November this year, is automatically reexamined within the Social Assistance automated information system, which will verify the eligibility and will issue decisions, without submitting a new application for providing social assistance.  

The text of the Instruction also sees measures on the enhancement of the capacity of purchasing natural and electric energy by the Energocom stock company. In this respect, decision-makers made verifications at the state budget law for 2022, which envisage the earmarking of four million lei to Energocom stock company, in order to increase the registered capital.    

Another CSE decision deals with the undertaking of actions, in order to save energy resources locally. Thus, the Commissions for Emergency Situations of the local public administrations will approve, in a five-day period, a plan of measures applicable locally, which will help reduce the consumption of energy. The plan will be published on the official webpage of the District/Municipal Councils and other information means available. Also, till the date of 15 of each month, the reports on monitoring the measures of cutting the energy consumption will be published.  At the same time, the consumption of electric energy is to be reduced in continuation, centrally and locally, through interrupting the street illumination during the day, namely in the time interval 7:00-17:00.
