Moldova's State Chancellery to be reorganized to become true Centre of Government

Chisinau, 16 November /MOLDPRES/ - The cabinet today approved a decision on the reorganization of the State Chancellery, in order to turn the central authority into a stronger one and which is to meet the requirements of a Centre of the Government, in accordance with the recommendations by the European Union and the Organization for Economic Cooperation and Development. This implies the setting up of an organizational structure, which would ensure the fulfillment of a wide spectrum of complex tasks and the carrying out of the institution’s mission, established by the law and good international practices, the government’s communication and protocol department has reported.    

Among the draft’s major goals, there are the consolidation of the strategic planning process; optimization of the process of coordination of sectoral public policies; strengthening the component of management of public office; implementation of a qualitative and operative mechanism of communication in the relations with the legislative authority; ensuring transparency and relationship with citizens; cooperation with the civil society, ensuring the legislative compliance, etc.     

„Taking into account the role and place of the State Chancellery in the public administration system, it is necessary to consolidate the authority, so that decision-makers are able to efficiency fulfill the duties and coordinate the work  as to the implementation of the requirements of accession to the European Union,’’ the government’s secretary general, Dumitru Udrea, said.   

The new structure of the State Chancellery will comprise a limit staff of 210 units, by 13 units more against the current structure. New departments of sectoral policies were created in the fields of economy, social sector, justice, interior affairs and security, as well as the department of management of public office. Also, the State Chancellery will coordinate the policies regarding the cooperation with the civil society and human rights. At the same time, the sector dealing with the social protection of veterans was transferred to the Labour and Social Protection Ministry.    

The need of institutional reconfiguring of the State Chancellery comes from analyses carried out, which highlighted the opportuneness to adjust the processes of internal and institutional coordination on the component of European integration, in line with the methodology of joining the European Union and, respectively, in the context of getting by Moldova of the status of country candidate for accession to EU.
